A municipality can designate rental properties for which a housing permit must be applied for. Without being in possession of a housing permit, it is not possible to rent the house. The purpose of this regulation is to improve the distribution of rental houses with a lower rent. A number of municipalities in the Netherlands work with a housing permit, including Amsterdam.
A permit is needed for self-contained accommodations:
If you are going to rent a house with a rent below the liberalisation threshold. The liberalisation threshold in 2021 is €752.33 per month.
If you are going to rent a residence which, due to certain conditions, has a basic rent of up to €1,040.73. This concerns houses for which a rental value above the liberalisation threshold applies for a period of at least 25 years on the basis of ground lease conditions, private agreements or a zoning plan.
The housing permit is bound to the address and to the residents and is therefore not transferable to new tenants. You do not need a housing permit when renting non-self-contained accommodation (room or student flat).
To be eligible for a housing permit, the following conditions must be met:
You must be at least 18 years old.
You must have Dutch nationality, a valid passport from the European Union (EU), European Economic Area (EEA) or a valid residence permit.
You must meet the income limits.
Whether you are eligible for a housing permit depends on your income in relation to the rent.
Social housing of housing corporations with a basic rent up to €752,33:
You are entitled to a housing permit if the joint household income does not exceed €44,655 per year.
Private social rental house with a computed rent up to €752.33:
You are entitled to a housing permit when the joint household income does not exceed €46,679 per year.
The computed rent consists of the basic rent plus the service costs. These include costs for the lift and alarm system, cleaning, caretaker and maintenance of service areas and communal recreation rooms.
Regulated medium-durable rental homes with a basic rent up to €1,041.76:
You are entitled to a housing permit if the joint household income does not exceed €63,237. This limit does not apply if you leave a social rental house in Amsterdam.
In addition, a number of priority criteria apply to medium-rent homes:
Houses of at least 61 square metres and with 3 or more rooms are allocated with priority to families.
People with a lower middle income (annual income up to €51,997) are more likely to be considered for cheaper medium-rent homes (rental price up to €911.95).
People who leave a social rental home in the region are given priority in the allocation of medium-durable rental homes.

You can apply for a housing permit yourself via the digital portal of the Municipality of Amsterdam. Are you going to rent from a housing corporation? Then the housing corporation will arrange the housing permit.
The costs for applying for the housing permit are €60 in 2021. If you rent from a housing corporation, the corporation will arrange the housing permit for you and you will not have to pay anything for it.
