Housing Ordinance The Hague and Zoetermeer 2019

With effect from 1 July 2019, a new Housing Ordinance (HVV) will come into force. This regulation contains new rules regarding the granting and taking into use of living space and changing the composition of the housing stock. These rules apply for the next 4 years. The aldermen of the nine Haaglanden municipalities adopted them jointly within the Administrative Housing Table. The housing shortage is particularly high in Zoetermeer and The Hague. A large group of people fall between two stools.

The Hague

For tenants, this means that they have to apply for a housing permit for residences between 142 and 185 points. To be eligible for a permit, a tenant may have an income of up to €57,053 (single person) or €67,053 (multiple person) per year. The tenant must apply for the permit via the website of the municipality of The Hague, or via a printed form.

Zoetermeer

A housing permit is needed in Zoetermeer if you are going to rent a house with a rent price lower than €720.42 per month from a private landlord. If you are going to rent a medium-sized rental home from a private landlord with a rent of less than €972.57 or 189 points according to the WWS (Housing Evaluation System), you must also apply for a housing permit. The tenant can apply for the permit via the website of the municipality of Zoetermeer. More information about the housing permit can be found here.
