The 2024 rent liberalisation limit

Every year, the government sets the rent liberalisation limit. This is the minimum rent and number of points allocated to free-sector rental homes. As of 1 January 2024, the minimum rent for free-sector houses is €879.66, which start from 148 points.

The points system

Properties starting from 148 are free-sector rental properties and up to 186 points are medium-rent free-sector properties. But what exactly are these points? The point system was created by the government to determine the value of a rental property. Previously, only social rented houses were covered by this point system, but in 2024, mid-rent houses will also be covered by the point system.

What is a social rental property

A social rental home is a regulated rental home. These houses have less than 148 points and are up to €879.66. Stricter criteria apply for allocating these homes, for example maximum income and family composition. For instance, in 2024, single-person households will be eligible for a social rental house if their (annual) income is a maximum of €47,699. Multi-person households are eligible for a social rented house when the aggregate income does not exceed €52,671. You also need a housing permit in some municipalities.

What is a medium-rent house?

Houses with 148 points up to houses with 186 points (€1,123.13, price level 1 January 2024) fall under middle rental. These homes are more heavily regulated than free-sector rental homes above 186 points. Yet a "middle-rent house" does fall under the free-sector. They provide a bridge between social rental housing and rents and free-sector rental housing and rents. The aim of middle rent regulation is to keep middle rent as affordable as possible. It is expected that 400,000 homes in the Netherlands will fall within the middle rented sector, excluding the new homes yet to be built.

How will middle rented homes be allocated?

The aim, of course, is for middle rented homes to go to middle-income households. Through the housing ordinance, municipalities can set allocation criteria for middle rental houses. In some municipalities, you then also need a housing permit.
